New York state has declared a state of emergency over a continuing measles outbreak, according to TASS, RBC and Vedomosti. Governor Kathy Hochul announced the measure, with RBC citing a statement published on the governor’s website and Vedomosti citing the governor’s decree. TASS reported that Hochul said authorities would hire additional medical workers able to carry out vaccinations and provide the relevant tests. [ 1 , 2 , 3 ]

Vedomosti reported that the emergency applies across the whole state from October 5 to November 4. The two earlier reports, from TASS and RBC, gave no date for the declaration or its duration. [ 3 ]

Citing state authorities, Vedomosti said 108 measles cases had been confirmed in New York since the start of 2026 as of October 3 — seven in New York City and 101 in the rest of the state. Since July 15, it said, 92 cases were identified in under-vaccinated rural communities across 18 counties, and local health authorities carried out more than 1,000 vaccinations with the MMR preparation over that period. [ 3 ]

Nationally, Vedomosti cited the Johns Hopkins University tracker as putting confirmed US measles cases at 4,020, which it described as the highest figure since 1991. The university had said in July that 2026 incidence had already surpassed the total for all of 2025, Vedomosti reported. [ 3 ]

Vedomosti also cited Russian health regulator Rospotrebnadzor as saying that Russia’s measles incidence rate for 2025 exceeded the long-term average by a factor of 2.1, and that 35.7 million cases of infectious and parasitic diseases were registered in the country over the period. The regulator has previously linked rising measles incidence to falling herd immunity and said 89.5% of measles patients in Russia in 2024 had not been vaccinated, according to Vedomosti. [ 3 ]

TASS and RBC did not report case numbers or the areas affected; the outbreak’s scale and the date range of the emergency come solely from Vedomosti’s account of the decree and state data. [ 1 , 2 , 3 ]

Почему это важно

The declaration, as Vedomosti describes the governor’s decree and TASS describes Hochul’s remarks, gives New York state authorities a framework to expand vaccination and testing in under-vaccinated communities. Vedomosti sets the outbreak against a national US count it says is the highest since 1991 and cites Russian health officials’ data on measles, indicating the issue is being tracked beyond New York.
