Коротко

New York State declared a statewide disaster emergency on October 5 in response to a fast-spreading measles outbreak, the first state-level emergency since the US outbreak began. New York has reported 108 confirmed cases this year through October 3, while neighbouring Pennsylvania reported 1,004 cases, its largest outbreak in about 30 years.

New York State declared a statewide disaster emergency on October 5 in response to the rapid spread of measles, the first time a state government has taken that step since the US outbreak began in 2025, according to Yonhap and Hankook Ilbo. Governor Kathy Hochul said in a statement that “no one should become seriously ill or die from a vaccine-preventable disease.” Newsis also carried the declaration. [ 1 , 2 , 3 ]

New York reported 108 confirmed measles cases this year through October 3, of which 92 have occurred since July 15 across 18 counties, mostly rural areas with low vaccination rates. Hankook Ilbo reported that although New York's caseload is about a tenth of Pennsylvania's, the state cited rapid spread in rural Pennsylvania counties across the border as grounds for the declaration. [ 1 , 2 ]

Under the executive order, registered nurses may order tests for suspected measles patients, and the range of health workers allowed to vaccinate is widened to include pharmacists, paramedics and midwives. Pharmacists may give the MMR vaccine to children aged 2 and over, and all MMR vaccinations must be reported to the New York State or New York City immunisation registry within 72 hours. Hankook Ilbo reported the emergency will remain in effect until November 4. [ 1 , 2 ]

In neighbouring Pennsylvania, state health authorities said cumulative cases this year passed 1,000 — Yonhap put the figure at more than 1,000 and Hankook Ilbo reported it as 1,004 — the largest outbreak in a single state in about 30 years. Hankook Ilbo reported 106 new cases in the past week alone and said Lancaster County, home to a Christian community where many go unvaccinated, accounts for 391 cases. [ 1 , 2 ]

Citing Pennsylvania state data, Hankook Ilbo reported that more than 99% of patients were unvaccinated, that adults outnumbered children, with those aged 25 to 49 the largest group and under-18s making up 32%, and that 198 people were hospitalised and 5 had died. The Pennsylvania health authorities attributed the outbreak to low vaccination rates. [ 2 ]

Nationwide, the CDC reported about 3,900 confirmed cases this year through October 1, the most serious US measles outbreak since 1991, with Hankook Ilbo putting the figure at 3,887 and noting it already exceeds last year's total of 2,289. The US declared measles eliminated in 2000 on the strength of high vaccination coverage, but coverage has since fallen; Hankook Ilbo reported that international health authorities will meet next month to judge whether the US and Mexico have lost elimination status. [ 1 , 2 ]

Почему это важно

The emergency widens who may order measles tests and give vaccines in New York, a step aimed at rural counties with low vaccination rates along the Pennsylvania border. US nationwide cases have already passed last year's total, and international health authorities are due to judge next month whether the US and Mexico have lost their measles elimination status.
