Russia's FSB detained a resident of Tambov suspected of preparing an attack on employees of a defence-industry enterprise on the instructions of Ukrainian special services, according to the FSB's public relations centre, as reported by Vedomosti and Kommersant. Vedomosti described the man as 55 years old, while Kommersant said he is a Russian citizen born in 1971 and that no other details of his identity were given. TASS and RIA Novosti also reported the detention. [ 1 , 2 , 3 , 4 ]
Citing the FSB, Vedomosti reported that the man established contact with a representative of Ukrainian special services via Telegram on his own initiative and agreed to take part in blowing up the cars of employees of one of the region's defence enterprises. Kommersant reported the same account, adding that during preparations the man carried out reconnaissance of the territory next to the enterprise and requested an explosive substance or a mine to make an improvised explosive device. Vedomosti said he asked his handler for an explosive substance or a ready-made explosive device. [ 3 , 4 ]
According to Vedomosti, an investigator of the FSB directorate for the Tambov region opened a criminal case under Part 1 of Article 30 and Part 1 of Article 205 of the Criminal Code, covering preparation of a terrorist act, and the suspect was placed in custody. Kommersant also reported the case and the arrest, and said the investigation is checking whether the man's actions can be qualified as treason under Article 275, as well as looking for other alleged episodes of unlawful activity. Kommersant said the treason check concerns the possible content of his interaction with the Ukrainian side rather than the mere fact of correspondence. [ 3 , 4 ]
TASS and RIA Novosti reported that the FSB showed video of the detention. TASS said the man intended to blow up the cars of employees of an enterprise in the Tambov region's defence industry. [ 5 , 6 ]
Vedomosti placed the case alongside other recent FSB announcements: it said that on 5 October the Supreme Court of Kabardino-Balkaria sentenced a resident of that republic to 15 years for treason and preparation of sabotage, with a 200,000 rouble fine and the first three years to be served in prison, and that the same morning the FSB detained two Russian citizens who, on instructions from handlers, were gathering information in Perm and in Stary Oskol in the Belgorod region about the defence and fuel-and-energy sectors. Vedomosti also said the FSB reported on 2 October the detention in the Dzhankoy district of Crimea of a Russian citizen born in 1992 suspected of passing information about Russian armed forces sites and the movement of military equipment to Ukrainian special services, in a case under Article 275. [ 3 ]
Kommersant noted earlier cases as context for the possible legal qualification: it said that in September 2026 the FSB reported an Article 275 case after a Russian gathered information about military, industrial and fuel-and-energy sites on the instruction of a representative of the Ukrainian defence ministry's main directorate, and that in December 2023 a case of preparation for treason and participation in a terrorist organisation was linked to a Russian's contact with a Ukrainian serviceman who, according to the FSB, coordinated his actions and recruited volunteers. [ 4 ]
Why it matters
The case is presented by the FSB as part of a series of detentions involving alleged Ukrainian recruitment, and Kommersant reports investigators are also examining whether the man's actions amount to treason. The documents give only the authorities' account, with the enterprise unnamed and no evidence or court ruling described.
