South Korea entered the top group of AI-ready economies for the first time, according to the AI Maturity Matrix 2026 published by Boston Consulting Group (BCG) on 20 October. Korea was placed in the highest tier, 'AI Pioneers', in the first assessment since the initial survey in 2024. Japan was also newly added, and the two are the only economies to join the group this year. [ 1 , 2 , 3 , 4 ]
The five economies that held the status in 2024 were the US, China, the UK, Singapore and Canada, and they kept their place, Asia Economy reported. Electronic Times said the group has grown from five to seven countries, although its headline refers to six. [ 2 , 3 ]
BCG said Korea stood out in developing its own AI models and has pursued large public investment in computing infrastructure and the AI ecosystem. Yonhap, Asia Economy and Maeil Business noted that Korea also ranked among the top five in the notable AI models category of the Stanford HAI 2026 AI Index. Maeil Business added that BCG described Korea as adopting a state-capital-concentrated strategy that sets national computing targets and uses government procurement and funds, and that it rated Korea's regulatory system as promoting the AI industry while imposing legal obligations. [ 1 , 3 , 4 ]
The report assessed more than 75 economies on AI 'Exposure', the potential effect on major industries and jobs, and AI 'Readiness', the preparedness to use the opportunities AI creates. Electronic Times and Maeil Business said readiness was measured across six areas using 33 indicators, with new indicators this year on computing capacity, domestic model development and regulation. Nearly all economies advanced in at least one area of readiness, and eight, including Korea and Japan, moved up from 2024. Electronic Times named Greece, the Czech Republic, Chile, Lithuania, Ecuador and Nigeria among them. [ 1 , 2 , 3 , 4 ]
BCG said that as most economies already have AI strategies, the speed of putting them into practice now separates countries. Jörg Hildebrandt, BCG's global public-sector leader, said the economies that improved this year show that government execution is the key factor, and that advanced AI talent and more private investment are needed together. BCG also said that few economies hold all four elements of AI sovereignty themselves, and urged a split between what to build domestically and what to obtain through partnerships. [ 1 , 3 , 4 ]
BCG expects AI's effects, now concentrated in knowledge-based sectors, to spread to manufacturing, logistics and agriculture as physical AI develops. Hwang Hyung-joon said Korea has a globally competitive manufacturing base and accumulated industrial data and know-how, and that combining them with AI could open growth in industrial and physical AI. [ 1 , 3 , 4 ]
Why it matters
Korean outlets present the ranking as progress in AI capability and ecosystem building. BCG and its Korea head said the next test is turning AI strategies into industrial competitiveness and business results.
