Agriculture Minister Arata Takebe (武部新) said on 21 October that he had returned a donation from a shipping company in Monbetsu, Hokkaido, and had corrected his political funds report. Speaking to reporters at the Ministry of Agriculture, Forestry and Fisheries, he said the company held a public-works contract when it donated during the 2024 lower house election period. Takebe said he did not know of the contract at the time. [ 1 , 3 , 4 ]

Mainichi Shimbun reported that the LDP Hokkaido 12th district branch, which Takebe heads, received 300,000 yen on 15 October 2024, the day the election was announced. According to the branch's report, the donor was a shipping company in Monbetsu. Reports said the company was contracted by the Abashiri port office of the Hokkaido Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism to operate a port work boat from April to December 2024. Mainichi said the Public Offices Election Law bars companies in contract with the state from donating during national elections, so the donation may conflict with it. [ 9 ]

Shukan Bunshun's online edition reported the suspected violation on 20 October. Takebe told reporters the money was given as a donation to everyday political activity and that a check had been missed. He promised to prevent a repeat. TBS quoted him as saying he was very sorry and that nothing should give the public cause for doubt. [ 3 , 6 , 9 ]

Nikkei reported that Shukan Bunshun also alleged a photographer was paid as a campaign worker in the same election, and that Shukan Shincho reported on 21 October that a beer party had a prize lottery that might break the law. Takebe said the photographer had never acted as a campaign worker. He said his support group announced the beer party as a political funds party and the prizes were everyday goods bought at a home center. He said he did not think any of the reports showed a violation of the election law. [ 3 , 6 , 10 ]

Nikkei said Takebe took office on 15 October after Kazuo Yanagi (簗和生) resigned on 14 October. Yanagi had said he had cut road budgets for two municipalities in Tochigi, then retracted the remark and apologised, and a suspected election-law violation was also reported. Takebe apologised that two agriculture ministers in a row were suspected of breaking the law, and said he would explain himself and move agricultural administration forward. [ 3 ]

TBS NEWS DIG announced a live broadcast of Takebe's policy statement to the Upper House agriculture committee on 22 October, the first Upper House agriculture committee meeting of the extraordinary Diet session. Nippon TV published an explainer on the legality of the case, and its headline said the difference from Yanagi's case was the speed of the initial response. [ 11 , 13 ]
