Gyeongbuk Province said on 22 October that it has selected 10 priority institutions to try to attract ahead of the government's second public institution relocation announcement. It has also prepared temporary office space and support for staff in housing, education and childcare, Newsis and Yonhap reported. [ 1 , 3 ]

Seoul Shinmun said the province held a progress meeting on the second relocation at the provincial office on 22 October, attended by members of its public institution attraction committee, department heads and officials from related bodies. It said the province drew up tailored strategies and analysed competing regions after the government's 3 September announcement on merging public institutions and the second relocation. Yonhap said the government's announcement is expected in the fourth quarter of this year. [ 2 , 3 ]

The targets are Nonghyup Jungangheo (농협중앙회), Korea Masahoe (한국마사회), KIAT, KAIA, KETI and four postal-sector bodies, along with other institutions named in the reports. Yonhap and Seoul Shinmun said the province weighed links with institutions already moved to the innovation city in Gimcheon and synergy with the Daegyeong region's 5-pole, 3-special growth engine (대경권 5극3특 성장엔진). They said Nonghyup Jungangheo and Korea Masahoe are the top priorities. [ 1 , 2 , 3 ]

For Nonghyup Jungangheo, the province will cite its first place nationally in fruit and vegetable production. For Korea Masahoe, it will point to Let's Run Park Yeongcheon (렛츠런파크 영천), which opened last month. For KIAT, it will cite local strengths in semiconductors and advanced materials, secondary batteries, advanced mobility, and nuclear power and energy. For KAIA, it will stress cooperation with Hanguk Dorogongsa (한국도로공사) and Hanguk Gyotong Anjeon Gongdan (한국교통안전공단). [ 1 , 2 , 3 ]

The province said it surveyed available space with Gimcheon over the past month and identified 13 candidate temporary office sites, which it passed to the Ministry of Land, Infrastructure and Transport. According to Yonhap, all 13 can hold 2,500 or more people working at once. Apartments are planned in the innovation city at 768 units in 2027, 349 in 2028, 581 in 2029 and 7,486 in 2030, Seoul Shinmun and Yonhap reported. [ 1 , 2 , 3 ]

Employees who move with their whole family would receive jeonse (전세) support, and the province will seek priority kindergarten and daycare places and priority school assignment for their children. It plans to double 24-hour daycare places and run a safe-return-home service. For spouses, it would help public-sector workers transfer posts and link private-sector workers to job placement and start-up support. It also plans a Gimcheon Uiryowon (김천의료원) branch for paediatric and night-time care. [ 1 , 3 ]

Gyeongbuk Governor Lee Cheol-woo (이철우) said public institutions should move to regions with the related industrial base so that research, demonstration and commercialisation form a virtuous cycle. He said Gyeongbuk is highly competitive in this respect and will do its best to attract them. [ 1 ]
