Seoul's Yeongdeungpo district launches 108-expert team to speed up redevelopment

Yeongdeungpo-gu in Seoul said on October 6 that it is launching a 「Rapid Redevelopment Support Team」 made up of 108 outside experts, aiming to keep redevelopment and reconstruction projects from stalling. The district said it appointed the 108 experts on September 23, drawing on lawyers, appraisers, construction management specialists, conflict mediators, urban planning specialists and tax and accounting professionals. The district says it is one of Seoul's main concentrations of redevelopment and reconstruction, with housing supply projects under way at 109 sites. According to the district, complex administrative procedures, rising construction costs and disputes inside residents' associations are the reasons projects are delayed, and the support team is meant to address them. Yonhap reported the district's stated purpose as resolving problems pre-emptively so work can proceed quickly and properly. [ 1 , 2 ]
Asia Economy reported the team will operate through two tracks. In the 88 zones that have not yet started construction, 48 field support managers will be assigned one per zone and will visit their site at least once every two weeks to check progress and detect signs of conflict early. A separate group of 60 specialist managers covers seven fields: conflict mediation, appraisal, law, urban planning, construction cost verification, construction management, and tax and accounting. When a zone needs specialist advice or a dispute arises, experts from the relevant field are to be sent to the site. If a conflict deepens and several parties need to be involved, the district will hold a 「rapid progress review meeting」 with field and specialist managers, the project implementer and the parties to the dispute, and will recommend improvement measures and their implementation. The district also plans a 「redevelopment rapid progress control tower」 chaired by the district mayor, quarterly meetings on progress to hear about difficulties at sites and check project status, and monthly meetings chaired by the urban space bureau chief to analyse each zone's delay factors and look for ways to shorten project timelines. [ 1 ]
District mayor Cho Yu-jin said redevelopment and reconstruction are the district's top priority because they change residents' property rights and housing conditions, and that the district would 「새롭게 그리겠다」 — redraw — Yeongdeungpo's map together with the 108 experts through quick and proper redevelopment.
