Hunan's Department of Natural Resources said on October 3 that it had recently issued a work plan to implement the opinions of the Central Committee General Office and the State Council General Office on improving the natural resource asset management system, according to China News Service. The plan takes improving the property rights system for natural resource assets as its main line and builds a “1+8+13” framework, the department said. [ 1 , 2 ]
That framework consists of one implementation opinion, eight supporting institutions and 13 key tasks. According to China News Service, the eight supporting institutions cover coordination between natural resource asset surveys and asset accounting, ownership resource list management, combined allocation of natural resource assets, a revenue management framework, construction of a price system, detailed territorial spatial planning, mixed and compatible use of construction land, and revitalisation and efficiency improvement of stock land. The 13 key tasks listed in the plan include promoting legislation, establishing and empowering rights, deepening rights confirmation and registration, advancing planning coordination, promoting value preservation and appreciation, exploring exit compensation, advancing value realisation, advancing comprehensive land banking, promoting revitalisation and use, exploring damage compensation, advancing assessment and supervision, enabling technology innovation, and supporting talent. The plan sets a timetable. By 2027 the province aims to complete the “1+8” tasks and basically establish a system with Hunan characteristics; by 2030 it aims to complete the 13 key tasks, with a more robust system and noticeably higher management levels; and by 2035 the province aims to have smoothly operating mechanisms and a fully established full-chain system with Hunan characteristics. The plan also calls for in-depth research and for translating research results into practical measures, for strengthening institutional development with systematic integration and coordination, and for publicity work covering major achievements, typical cases and advanced experience, according to China News Service. CLS carried a shorter version of the announcement the following morning, repeating the 2035 goal and the “1+8+13” framework without the supporting institutions, key tasks or milestone dates.
