Версия 2: A second outlet, Seoul Economic Daily, has now reported the sentencing in full rather than by headline alone and added police statistics showing the drunk-driving re-offence rate has stayed in the 40% range, with 44% of those caught last year re-offending.

Коротко

Changwon District Court sentenced a man in his 50s to one year and six months in prison, suspended for three years, for driving drunk and crashing a van in Gimhae in February, Yonhap and Seoul Economic Daily reported. The court also ordered probation, 40 hours of community service and 40 hours of safe-driving lectures. The man had been fined six times previously for drunk driving, and Seoul Economic Daily reported police data showing the re-offence rate has stayed in the 40% range for five years.

Changwon District Court sentenced a man in his 50s to one year and six months in prison, suspended for three years, on charges including violating the Road Traffic Act, Yonhap and Seoul Economic Daily reported. The court, in a ruling announced on October 5, also ordered probation and 40 hours each of community service and safe-driving lectures. [ 1 , 3 ]

The man was indicted for driving while drunk in February. According to the reports, he found keys left in a van parked in a lot in Gimhae, South Gyeongsang Province, drove off, and within less than 10 seconds was travelling the wrong way before hitting a median strip. His blood alcohol level was 0.135% and his licence had been revoked at the time, the reports said. He had been punished six times previously for drunk driving, all of them fines. [ 1 , 3 ]

In explaining the sentence, the court said, “this time he drove another person's vehicle without permission and even caused a traffic accident, and his blood alcohol level was also very high,” while also taking into account that he admitted and reflected on the offence and had reached a settlement with the owner of the damaged vehicle. [ 1 , 3 ]

Seoul Economic Daily placed the case against police data. It reported that the drunk-driving re-offence rate has held in the 40% range over the past five years, and that of 105,875 people caught last year, 46,556 — 44% — drove drunk again. Drunk-driving accidents fell 6.2% from a year earlier to 10,351 and deaths fell 12.3% to 121, the report said, while the re-offence rate did not move. The outlet also reported that criticism that South Korea's penalties are light has been raised repeatedly, and that in 2023 only 1.5 out of every 10 people indicted for drunk driving received a prison sentence. [ 3 ]

Korea Economic Daily carried the case in a headline reporting the suspended sentence for the man in his 50s. Its article text did not cover the case. [ 2 ]

Почему это важно

The ruling is a single district court sentence, but Seoul Economic Daily used it to raise a broader point that South Korea's drunk-driving penalties are light and that repeat offending has not fallen even as accidents decline. The documents offer no policy response or official commitment to change the rules, so any consequence beyond this case remains a matter of the outlets' reported criticism rather than a stated plan.
