The mayor of Daegu, Choo Kyung-ho, Gyeongbuk Governor Lee Cheol-woo, Daegu city council chairman Lim In-hwan and Gyeongbuk provincial council chairman Kim Hee-soo met on the afternoon of Oct. 6 at the Daegu City Hall San-gyeok building, where they agreed to respond jointly on administrative integration, the Daegu-Gyeongbuk integrated airport, second-phase public institution relocation, cross-regional living and economic zone cooperation, and local finance. Their central target is to enact the Daegu-Gyeongbuk administrative integration special law within this year and launch an integrated special city in 2028. On the integrated airport, the participants agreed it is a core project for the region’s growth and for national balanced development, and said they would mobilise the region’s capacity and pursue revisions to relevant laws and talks with the government to secure national support. On second-phase public institution relocation, they agreed to maintain close coordination, target institutions matching the region’s industrial base and development strategy, and call on the government to select the relocation site fairly and objectively. The two sides also agreed to expand cooperation in four areas. In the economy, they will draw up a “5-pole 3-special Daegu-Gyeongbuk growth engine plan” by the end of the year and set up a joint task force for a humanoid robot national high-tech strategic industry special complex. In transport, they will build a Daegu-Gyeongbuk metropolitan transport network including the Daegu-Gyeongbuk regional railway. In tourism, they will form a Daegu-Gyeongbuk tourism council and jointly develop content and marketing, tied to the culture ministry’s local-airport tourism programme. On finances, Kyunghyang Shinmun and Asia Economy reported the two sides opposed the government’s future response fund using resources that should be allocated as local grant taxes, arguing this conflicts with the stated direction of locally led growth. They plan to work with regional lawmakers and other local governments during November National Assembly deliberations on bills and the budget to keep the current grant tax distribution standard, and to increase their own revenue sources such as local grant taxes and local consumption tax. Choo said the four-party meeting formalised the will of the two governments and their councils to set concrete action plans and respond together, and that major tasks would be pushed quickly to produce results residents can feel. Asia Economy reported Lee saying the integration bill is pending in the National Assembly Legislation and Judiciary Committee and must pass within the year, even by staging a protest, and that the airport delay has left 25 million pyeong tied up by land restrictions.
