The Atomize platform was included in the register of digital depositaries, and T-Invest Lab in the register of crypto exchanges. According to Vedomosti, both companies filed documents with the Bank of Russia for admission on 5 October. The same day, a central bank order setting out the procedure for admitting participants to the crypto market, digital depositaries, crypto exchanges and operators of information systems took effect; it defines the documents required and how the central bank decides on adding organisations to its registers. The newspaper said this provision develops the law “On digital currencies and digital rights”, in force since 1 September, which sets the rules of the Russian crypto market and the status, requirements and supervision of digital depositaries, crypto exchanges and operators of information systems. Kommersant described the division of roles in the Russian model: a crypto exchange is intended for buying digital currency and exchanging it for fiat, while a digital depositary handles custody and accounting of rights to digital assets. Atomize therefore covers storage and accounting, and T-Invest Lab covers exchange operations. The model is built largely as a closed custodial circuit, with assets held in depositary accounts and withdrawal to Web3 wallets restricted and aimed primarily at participants in foreign economic activity. A depositary must also keep registers of depositors, assets, operations and client accounts, record every operation and check clients to identify suspicious transfers, the newspaper reported. [ 2 ]
Kommersant also reported that Sber filed an application with the Bank of Russia for digital depositary status the day before, and that VTB and Alfa-Bank had spoken of plans to create their own depositaries. RBC, for its part, noted that several large banks had earlier announced plans to obtain licences to work on the Russian crypto market. [ 1 , 2 ]
On practical requirements, Kommersant reported a minimum own-funds threshold of 15 million roubles for a legal crypto exchange and a deadline of July 2027 for companies to obtain licences. It added that as of 1 September 2026 one licence was not enough for full-fledged trading in digital currency to launch inside Russia, with subordinate acts describing the market's key mechanics still required.
