Several Chinese cities are expanding housing provident fund withdrawals to cover more renovation and property-related expenses, China News Service and Jiemian reported on October 11. Nanjing and Suzhou in Jiangsu have begun accepting renovation and property-fee applications, while Shenyang in Liaoning has announced nine policy adjustments. The reports describe a policy effective September 20, 2026, allowing owner-occupied home renovation withdrawals of up to 1,000 yuan per square meter and 150,000 yuan per household. Annual property-fee withdrawals under that policy are capped at 5,000 yuan with invoices and 1,000 yuan without them. Nanjing's fund management center reported 7,300 successful applicants and about 16 million yuan in applications. [ 1 , 4 ]

The reports set out different renovation limits elsewhere in Jiangsu. Suzhou permits up to 150,000 yuan per household for owner-occupied homes, with withdrawals in installments. Nantong allows up to 2,000 yuan per square meter and 280,000 yuan per home. Yancheng's limits are 300,000 yuan for new-home renovations and 150,000 yuan for older homes. In Shenyang, households that have not withdrawn from the fund during the year will be able to make one property-fee withdrawal for one home, capped at 10,000 yuan combined for the contributor and spouse. Heating, parking-space management and elevator-use charges may be included. [ 1 , 4 ]

Shenyang's property-fee and renovation provisions will take effect on December 1, 2026. Its renovation rule covers households buying unfinished commercial housing after January 1 this year, allowing one withdrawal within two years of purchase at 2,000 yuan per square meter, capped at 200,000 yuan combined for spouses. Shenyang is also making its down-payment withdrawal policy permanent. Contributors and spouses buying homes in Shenyang with loans after January 1, 2027, may make one withdrawal for the down payment within a year of purchase, according to the reports. [ 1 , 4 ]
