Sergei Yakovlev left the post of minister of tourism and crafts of Russia’s Nizhny Novgorod region after a public conflict with players and staff of FC Nizhny Novgorod and police officers at a railway station. Governor Gleb Nikitin said he had received and granted the resignation request. “Today Sergei Yakovlev submitted a request for his resignation from the post of minister of tourism and crafts of the Nizhny Novgorod region. I decided to grant that request; he is leaving his post,” the governor wrote, according to Interfax. [ 2 , 5 ]
Nikitin said Yakovlev used obscene language and appealed to his position and status during the conflict. He said drinking alcohol outside working hours is not in itself prohibited, but that the consequences — a public conflict, obscene language and appeals to status — were absolutely unacceptable. “A minister does not stop being a minister after the working day ends,” Nikitin was quoted as saying in Vedomosti. Interfax reported that he also expressed hope the episode would serve as a lesson for all civil servants in the region, whose conduct would face the strictest requirements both on duty and in private life. [ 2 , 5 ]
Before the resignation, recordings circulated on social media and in the media showing a man who introduced himself as the Nizhny Novgorod tourism minister. Interfax said that in one recording he demanded at the railway station in Nizhny Novgorod that “every member of the football club” be detained because they allegedly represented the region unworthily, and that in another recording he was at a police station and again presented himself as an official. The TASS summary said he asked for certain football club staff to be detained, saying they were drunk at the station. [ 1 , 5 ]
Yakovlev apologised after the conflict: Vedomosti said he apologised to those involved, while TASS and RIA Novosti reported that he apologised over the scandal and the video. Nikitin said the candidate for the new head of the ministry would be named separately. [ 2 , 6 , 7 ]
Why it matters
The resignation removes a sitting regional minister within hours of a video-driven scandal, and the governor framed it as a standard for all civil servants in the region. The case shows how quickly social-media footage of an official’s conduct can force a personnel decision, though it is a regional matter with limited consequences beyond the Nizhny Novgorod region.
