Two South Korean outlets published civil service personnel notices for the Jeonnam-Gwangju region on 6 October 2026. Newsis headed its notice “Jeonnam-Gwangju City” and Yonhap headed its notice “Jeonnam-Gwangju Integrated Special City”; the two documents do not explain the difference in naming. [ 1 , 2 ]

Both notices list Park Nam-eon as head of the Metropolitan Administrative Headquarters, Ju Sun-seon as dispatched to the Jeonnam Research Institute, Cho Seok-hun as head of the Autonomous Decentralization Bureau and Kim Jeong-wan as head of the Jeonnam Talent Development Institute. Yu Deok-gyu, Jeong Chang-mo, No Yeong-hwan, Kim Se-yeon and Jang Pan-seok were assigned to the Gwangyang Bay Area Free Economic Zone Authority, while Kim Jun-cheol was dispatched to the Jeonnam Anchor Center and Choi Yong-chae to the Korea Rural Community Corporation. Kim Tae-gon was named head of the operations support division of the National AI Computing Center project promotion team. [ 1 , 2 ]

At local level, Kang Jong-cheol was named Mokpo deputy mayor, Lee Sang-yong Gwangyang deputy mayor and Choi Gyeong-hwa Seo-gu deputy district head, according to both notices. Yonhap and Newsis also list Kim Hyeon-mi as Jangheung deputy county head, Kang Seong-il for Gangjin, Jang Yeong-cheol for Hampyeong, Park Geun-sik for Yeonggwang, Choi Byeong-nam for Wando and Mun Mi-ran for Gokseong. Newsis's notice additionally carries a rank-5 roster for Gwangju, grouped by office including the mayor's situation room, the semiconductor industry policy office and the AI administration office. [ 1 , 2 ]

Later in the afternoon both outlets published personnel notices for the Jeonnam-Gwangju Integrated Special City Council. Newsis listed Yu Hyeon-ho as first deputy secretary and Jang Jeong-hui as second deputy secretary at grade 3, along with promotions and transfers at grades 4 and 5. Yonhap's council notice consists of the line “grade-3 transfer” without names. Newsis's earlier regional notice had listed Yu Hyeon-ho as a grade-3 transfer to the city council. [ 1 , 2 , 3 , 4 ]

Korea Economic Daily, in a roundup of appointments across government and agencies, named the Jeonnam-Gwangju Integrated Special City among the organizations with personnel notices, alongside the foreign, industry and climate ministries; the visible text of its article lists appointments for other bodies, not for the city. Asia Economy published an item headed as a Jeonnam-Gwangju Integrated Special City Council personnel notice, but its readable article body carries unrelated story headlines and no appointment details. [ 5 , 6 ]

Why it matters

The notices set out who will hold senior administrative posts across the Jeonnam-Gwangju area, covering regional bureaus, county deputy positions and departments including housing, energy and a national AI computing centre project. The documents give no detail on the mandates attached to the posts, so the practical effect beyond the staffing changes cannot be assessed from them.
