Russia's consumer health watchdog, Rospotrebnadzor, said Russia is ready to help the United States fight outbreaks of infectious diseases. The agency said it could provide specialists, laboratory equipment and means of diagnosis and prevention, according to RIA Novosti, TASS, Vedomosti and Kommersant. The agency pointed to measles in three US states. According to Kommersant, a one-month state of emergency was introduced in New York on October 5 because of the rapid spread of the disease; as of October 3 the state had recorded 108 confirmed cases, 92 of them in insufficiently vaccinated rural areas. Kommersant cited CDC data showing 2,200 measles cases in the United States in 2025 and 3,800 by the start of October 2026, the highest level since 1991. The outlet said such a laboratory was used in Uganda in 2025 during an Ebola outbreak, where Rospotrebnadzor specialists trained more than 80 local staff in pathogen monitoring and disinfection, and that in Uzbekistan Russian clinicians, infectious disease specialists and epidemiologists took part in treating patients and advised on laboratory services, diagnostics, sample delivery, patient routing and hospital operations. Rospotrebnadzor said the situation with dangerous infectious diseases remains unstable and that Russia has extensive practical and scientific experience in ensuring epidemiological wellbeing both at home and abroad. Vedomosti reported that on September 26 the head of the agency, Anna Popova, said the epidemic situation in the world remains uneasy and that a wide range of infections is regularly brought into Russia by foreign visitors and by Russians returning from trips, adding that the agency takes all necessary measures to reduce epidemic risks.
