Police arrested a 21-year-old Kazakh national suspected of blocking a car and threatening its occupants on a road in Icheon, Gyeonggi province, after an investigation that had briefly been classified as unresolved. Gyeonggi Southern Provincial Police and Icheon police said on October 17 that they intended to seek a detention warrant on allegations including aggravated intimidation and property damage, Yonhap reported. [ 1 ]
The man and another Kazakh national, aged 25, are suspected of pursuing and blocking a car carrying a man in his thirties and a passenger at about 23:40 on July 29 in Haewol-ri, Majang-myeon. Yonhap reported allegations that the men threatened the occupants, including by kicking the front of the vehicle. The arrested suspect reportedly told police he had mistaken the car for that of a person involved in a failed used-car transaction. [ 1 ]
Investigators initially could not identify the suspect vehicle's licence plate from dashcam footage, even through a National Forensic Service examination. After reopening the case, police forensic specialists reconstructed some plate digits. Investigators combined those digits with the vehicle model, narrowed the possible cars and identified the registration through inquiries. They then found a social-media sale listing for the vehicle and obtained contact details. [ 1 , 5 , 6 , 7 ]
Police analysed CCTV around the phone user's usual locations, identified the suspect and followed his movements for three days. He was arrested near Anseong at about 20:25 on October 16, and police seized the vehicle, Newsis reported. The second suspect had already been deported for an unrelated immigration violation; Newsis dated that deportation to October 13. Police said they would investigate the circumstances and any additional offences, while considering international judicial cooperation over the man abroad. [ 1 , 2 , 3 , 4 ]
Why it matters
The arrest followed a reopened investigation using partial licence-plate reconstruction, a vehicle-sale post and CCTV. Police plan to seek a detention warrant and are considering international cooperation concerning the deported suspect.
