A three-episode documentary on telecom fraud in northern Myanmar aired on CCTV’s comprehensive channel at 18:00 from October 5 to 7, according to China News Service and Jiemian. The programme, “Chronicle of the Fall of Northern Myanmar Telecom Fraud”, was co-produced by the Ministry of Public Security and China Media Group and covers the police special operation against fraud crime in northern Myanmar and the elimination of the “four families” and other criminal groups, the official outlet said. Jiemian reported that the documentary names the “four families” as Bai Suocheng, Wei Chaoren, Liu Zhengxiang and Liu Guoxi and describes what it calls a model of “protecting fraud with soldiers and feeding soldiers with fraud”. Armed groups provided armed protection and premises to fraud parks in return for high protection fees and profit shares, while the proceeds were used to expand their forces, it said. At its peak the Mengbo area of Wa State alone had 265 fraud compounds with nearly 60,000 people involved, according to the same report. [ 6 ]
The accounts include individual cases. China News Service reported that Bao Yanban, a former head of Mengbo county and construction minister in Wa State, and He Chuntian, a former head of Mengneng county, were among those who had entered Chinese police attention, and that Bao often dried his cash on the roof and in his yard so it would not mould. Jiemian reported that Wei Huairen groomed his nephew Chen Dawei to keep the family’s hold on armed forces in Kokang, and that Chen had a stranger randomly selected and pushed onto a so-called sacrifice platform to show good faith to a park financier. The report also said a victim seized in a dispute was executed in 2022 with seven bullet holes in his skull, kneeling, face down and with his hands tied. [ 1 , 6 ]
The crackdown described in the documentary began in July 2023, when the Ministry of Public Security deployed a special operation, Jiemian reported. A Chinese working group met representatives of Kokang’s “four families” three times with little effect, and the report quotes Ming Xuechang as saying “if we don’t do it we have nothing to eat”. On August 5, 2023, more than 20 Chinese fraud workers who tried to escape were fired on with AK47 rifles by Myanmar armed personnel, leaving at least six dead and eight injured, according to the report, and on October 20, 2023 the Ming group’s forced transfer of workers from the Wohu Villa park caused four deaths and four injuries among Chinese nationals. Wa State began large-scale clearing of fraud parks on October 14, 2023 and handed 2,349 fraud workers to Chinese police, Jiemian reported. [ 6 ]
The report says the problem has not ended. It states that signs indicate fraud activity has revived in Myawaddy in Karen State, southeastern Myanmar, across the river from Thailand, where a joint China-Myanmar-Thailand working group began demolishing 77 buildings used for fraud and online gambling on May 25, 2026 and finished two months later. Some groups have moved to new compounds near the Karen National Army headquarters at Soon Se Mai village, with local armed forces helping to transfer workers, and recruitment is advertised through public channels on Telegram while crypto accounts, personal data and fraud scripts change hands in private groups, according to the report. Kidnappings and cross-border trafficking of Chinese citizens have continued along the Thai-Myanmar border, it said. [ 6 ]
Jiemian reported that some groups have spread from northern Myanmar and Myawaddy to Madagascar, Egypt, remote Pacific island states, the Middle East and Central America — places it describes as having weak government control, limited cross-border enforcement cooperation and gaps in digital governance. It said the founding conference of an international alliance against telecom fraud was held in Lianyungang, Jiangsu on September 10, with 46 founding countries, 34 observer countries and four international organisations including the United Nations and Interpol taking part, to share intelligence and coordinate joint action.
