Anseong expands youth safe-return taxi pilot citywide, adds grade 2 students
Версия 2: Asia Economy adds the first student use of the service on Oct 2 with a student's reaction, the mayor's name and the application channel, while the core facts — the citywide expansion, the added second-year students and the Oct 1 start — remain unchanged.
Коротко
Anseong, in Gyeonggi Province, expanded its youth safe-return taxi programme from Oct 6 to cover the whole city and to include high school second- and third-year students, after starting the pilot on Oct 1. Students pay the 1,500-won city bus fare between 8pm and 11pm while the city subsidises part of the taxi cost, up to 150,000 won per student a month. The pilot runs to the end of the year with 70 places; Yonhap reported 14 students had applied as of the afternoon of Oct 6, and Asia Economy reported the first student used the service on Oct 2.

Anseong, in Gyeonggi Province, expanded its youth safe-return taxi pilot from Oct 6, extending the service area to the whole city and adding high school second-year students to the eligible group, the city said. The programme, called Anseong Youth Call, lets students use taxis late at night while paying only the city bus fare. [ 1 , 2 , 3 ]
According to Yonhap, the service operates between 8pm and 11pm. Students pay 1,500 won, the city bus fare, and the city subsidises part of the taxi cost, up to a maximum of 150,000 won per student per month. Each student may take at most two rides a day and 40 rides a month, Yonhap reported. [ 2 ]
The city began the pilot on Oct 1 at 8pm. Yonhap reported the initial group was 571 third-year students living in the Ijuk, Juksan and Samjuk townships, and that the city widened it to the whole city and to second- and third-year students, 4,379 in total, citing fairness with students in other areas. It said second-year students were added because most third-year students have finished their early university admission rounds. Newsis and Asia Economy described the original scope as high school second- and third-year students in township areas of Anseong, so the outlets differ on who was initially eligible. [ 1 , 2 , 3 ]
Asia Economy reported that the first student used the service on Oct 2, the second day of operation. The student said, “I always worried about the way home late at night, but thanks to Anseong Youth Call I could arrive home comfortably,” adding that they felt reassured and thankful such a system had been created. [ 3 ]
The pilot runs until the end of this year with a target of 70 participants, selected from applications made through the city's website. As of the afternoon of Oct 6, 14 students had applied, Yonhap reported. Asia Economy said applications are made under the participation and recruitment notices section of the city website and that details are available from the city's civil complaints call centre. [ 2 , 3 ]
A city official told Yonhap the original plan was to run the pilot for students in the eastern townships, and that the target was widened so more young people could benefit. The official said the programme reflects an idea proposed by young people and is funded by designated donations under the hometown love donation scheme. Asia Economy also reported the youth-proposal origin and the donation funding, and named Kim Bo-ra as Anseong mayor. [ 2 , 3 ]
Почему это важно
The change widens eligibility from three eastern townships to every part of Anseong and adds a school year, which the city says is meant to make access fairer among students. It also shows a local government turning a youth-proposed idea into a funded service, using designated donations from the hometown love donation scheme as its financial source, and testing demand before deciding whether to continue.
