President Lee Jae-myung said at a cabinet meeting on Oct 6 that South Korea “has to go toward becoming an electricity state,” with renewable energy at the core and solar inevitably at the centre, after receiving a report on a full survey of farmland, according to Yonhap News, Dong-A Ilbo, SBS News, Newsis and Kyunghyang Shinmun. [ 2 , 3 , 4 , 5 , 6 ]
Lee said converting farmland for solar projects appeared to bring “quite high” returns, “several times the income” of ordinary farming, and said “it seems now is the opportunity,” the outlets reported. He asked why such projects struggle, saying a number of people had told him they sought permits but were not granted them. [ 2 , 3 , 4 , 5 , 6 ]
He suggested that funds or investment, or loans for project costs, could solve equipment problems, and that a share of revenue could be distributed to farmland owners. He called for a system under which the government would support one-stop permitting and facility financing and build a base for people to return to farming and fishing villages, and asked for the approach to be reviewed. [ 2 , 4 , 5 , 6 ]
Newsis reported that the same meeting also took up the Gwanghwamun signboard, which is written in Chinese characters. Lee said it would be good to add Korean writing alongside, and that a conclusion should be reached by next year after gathering public opinion; Culture Minister Choi Hwi-young said opinion was “half and half,” citing the value of Hangul on one side and concerns about damaging the original form and appearance on the other, and said the ministry would widen public discussion around Hangul Day. [ 5 ]
Kyunghyang Shinmun reported that Lee said the government would raise the farm and fishing village win-win cooperation fund, which has about 325.5 billion won accumulated, to more than 1 trillion won, by injecting 200 billion won in next year's budget and 500 billion won additionally later, and said it could help prevent regional decline and ease concentration in the capital region. The same outlet reported Lee saying the launch of the Public Prosecutors' Office and the Serious Crime Investigation Office on Oct 2, following the abolition of the prosecution service, was a “historic decision” by the people, and calling for thorough investigations of the powerful regardless of political affiliation. [ 6 ]
Lee also received a report from Culture Minister Choi on measures to eradicate ticket scalping and on enforcement, saying that although such matters may seem small, they accumulate into deep-rooted problems, and stressed active policy enforcement, according to Yonhap News and SBS News. Yonhap reported that Lee separately urged full efforts against stock manipulation, saying families are ruined by it and that some people die. [ 2 , 4 ]
Почему это важно
The president asked for a review of one-stop permitting and financing for solar projects on farmland, which, if adopted, would touch rules on farmland use and the pace of renewable energy build-out in South Korea. The documents report no decision, responsible ministry or timetable, so the immediate effect is a signal of presidential intent rather than a settled policy.
