Ulsan city said on 22 October that it has drawn up and announced the 2035 Ulsan Urban Regeneration Strategy Plan, which sets the direction of urban regeneration for the next 10 years. The plan designates 71 urban regeneration activation areas. [ 1 , 2 , 3 ]
Yonhap and Asia Economy reported that the plan was prepared under Article 12 of the special act on the activation and support of urban regeneration. It reflects the guidelines for drawing up urban regeneration strategy plans, revised in 2021, and focuses on making projects more lasting and responding flexibly to changes in government policy. [ 1 , 2 ]
Based on an analysis of population and society, industry and economy, and the physical environment, together with a decline diagnosis, the plan sets three living zones and 33 regeneration districts. The northern zone covers Jung-gu, Dong-gu and Buk-gu with 15 districts. The southern zone covers Nam-gu and part of Ulju-gun with 14 districts. The western zone is centred on part of Ulju-gun and has 4 districts. [ 1 , 2 , 3 ]
The 71 activation areas are two more than the 69 under the earlier 2025 strategy plan, and their total area is 9,051,052.3 square metres. Jung-gu and Nam-gu have 17 each, Buk-gu 14, Dong-gu 12 and Ulju-gun 11. Newsis said the areas were designated after a combined review of local conditions, the current situation and decline analysis results. [ 1 , 2 , 3 ]
Compared with the 2025 plan, 24 areas were kept, 29 were changed, 18 were newly designated and 16 were removed, according to Yonhap and Asia Economy. [ 1 , 2 ]
The city said details of the plan can be viewed from 22 October to 20 November at its urban landscape division and at the relevant departments of each district and county. Yonhap said viewing is by request. [ 1 , 2 , 3 ]
The city plans to draw up district-level activation plans centred on the 71 areas and to link them to Ministry of Land, Infrastructure and Transport open-call projects. A city official said the plan re-establishes the direction of urban regeneration in light of local conditions and changes in the policy environment, and that the city will pursue sustainable regeneration.
