Burger King has stopped operations at two franchised restaurants in Vladivostok, the company's press service said, after videos filmed in one of the kitchens circulated on social media. RIA Novosti and TASS both reported the halt, and TASS said the two restaurants were closed over staff behaviour. [ 1 , 2 , 3 ]
In a statement quoted by Kommersant, the press service said Burger King halted product supplies to both restaurants of the franchisee, at Semenovskaya Street 12 in the Rodina shopping centre and at Svetlanskaya Street 56. The franchisee was also disconnected from corporate systems and can no longer sell under the Burger King brand, the company said. Burger King said it plans to hold the restaurant owners accountable through legal means and will not resume cooperation with them. [ 3 ]
The outlets described the social media footage differently. TASS said the videos, filmed at the restaurant on Semenovskaya Street, showed employees violating sanitary norms. Kommersant said the footage showed young employees playing with a football and throwing condoms. [ 2 , 3 ]
The Primorye branch of Rospotrebnadzor, the consumer and public health watchdog, said it had requested explanations from the organization operating the Burger King restaurants in Vladivostok, according to RBC, RIA Novosti and TASS. No outcome of that request was reported. [ 4 , 5 , 6 ]
Burger King operates in Russia through local franchisees and has no corporate restaurants of its own there, the company says. Its support for a franchise includes operations, marketing and the supply chain, and cutting a partner off from those resources removes the practical ability to keep working under the brand on the previous terms, it said. Ending cooperation with a franchisee does not by itself close that partner's business: in March 2022 Burger King said it could not unilaterally change a contract or cancel an agreement without specific legal grounds, and experts have noted the difficulty of closing a legally operating franchise restaurant, Kommersant reported. [ 3 ]
Why it matters
The case tests how a global fast-food brand can act against a Russian franchisee it does not own, in a market where Burger King operates only through local partners. The outcome for the two restaurants, and any regulator response, may indicate how much control brands and authorities have over franchise outlets in Russia.
