Incheon recorded the highest treatable death rate among South Korea's eight special and metropolitan cities for a fifth consecutive year, according to government data released through a lawmaker and reported by Yonhap, Newsis and Kyunghyang Shinmun. The treatable death rate counts premature deaths that could have been avoided if effective medical services had been provided in time, Yonhap and Kyunghyang Shinmun said. Yonhap and Kyunghyang said the figures were submitted by the Ministry of Health and Welfare and the Health Insurance Review and Assessment Service to Rep. Heo Jong-sik of the Democratic Party. Yonhap and Kyunghyang reported the rate per 100,000 residents was 48.58 in 2020, 51.49 in 2021, 51.31 in 2022, 49.59 in 2023 and 46.18 in 2024, the highest among Seoul, Busan, Daegu, Gwangju, Daejeon, Ulsan and Sejong in each of those years. For 2024, Kyunghyang said the rate was 45.99 in Busan, 42.42 in Daegu, 39.72 in Seoul and 35.79 in Sejong. [ 1 , 3 ]

The gap inside Incheon was also wide. Yonhap reported average annual early death rates for 2020–2024 of 58.7 per 100,000 in Dong-gu, 58.5 in Ongjin County, 54.4 in Michuhol-gu and 53.8 in Ganghwa County, with Dong-gu and Ongjin about 1.5 times the lowest district, Yeonsu-gu at 38.9. Kyunghyang Shinmun gave the same ranking with figures to two decimal places — Dong-gu 58.66, Ongjin 58.46, Michuhol-gu 54.36, Ganghwa 53.76 — followed by Namdong-gu at 52.4, Jung-gu at 51.46, Bupyeong-gu at 49.32, Seo-gu at 48.42, Gyeyang-gu at 48.34 and Yeonsu-gu at 39.92. Kyunghyang Shinmun also reported Incheon has fewer doctors than other major cities: 5,785 were working in the city at the end of last year, against 6,319 in Daegu, whose population is more than 600,000 smaller, and 8,513 in Busan, which is of similar size. Seoul had 34,340 doctors, it said. Heo said it was a serious problem that a city of three million has fewer doctors than Daegu, and called on the government and Incheon to staff essential medical personnel and prepare regional self-contained public healthcare measures so residents of the old downtown, islands and vulnerable areas can receive timely treatment. Speaking to Yonhap, Heo said Incheon had taken what he called an unflattering first place among the major cities for five years, with relatively high death rates in the old downtown and island areas, and repeated his call for public healthcare measures to be prepared quickly. No response from the health ministry or the Incheon city government appeared in the documents. [ 1 ]
