South Korean quarantine authorities are strengthening measures against highly pathogenic avian influenza as winter migratory birds begin arriving, with duck-family birds — a group that is highly susceptible to the virus — up about 2.9 times from a year earlier, according to Yonhap. Yonhap, citing the agriculture ministry and the climate and energy ministry, said the National Institute of Biological Resources surveyed 10 major migratory bird sites nationwide from 25 to 27 September and counted 57,036 waterbirds, confirming that some winter migratory birds had begun to arrive. Chosun Ilbo's summary reported the same survey period and the same number of sites, but gave the waterbird count as 50,736. [ 2 , 3 ]

At the Han River estuary, Sihwa Lake and Sapgyo Lake, 23,893 waterbirds were counted, up 53.1% from September last year, and duck-family birds there totaled 18,678, up 189.7%, according to the figures Yonhap reported. The report also cited World Organisation for Animal Health data showing 2,957 detections of highly pathogenic avian influenza in wild birds abroad in January to August, more than double the 1,432 recorded in the same period last year. The climate ministry has expanded migratory bird surveillance points from 102 to 112 and is intensively monitoring 22 locations identified as early stopover sites or as high-risk for avian influenza outbreaks, Yonhap reported. It plans to work with Mongolia and Japan to analyse migratory routes and behaviour using tracking devices, and to use the genetic types of viruses detected in the country to predict introduction and spread. The agriculture ministry issued a high-risk avian influenza alert for livestock farms nationwide from 30 September and is disinfecting roads around migratory bird habitats and farm entrances, with 280 livestock-vehicle control zones designated, according to Yonhap. If highly pathogenic avian influenza is detected in wild birds, a 10km radius around the site will become a surveillance area with 21 days of restrictions on the movement of people and vehicles, along with testing and intensive disinfection at nearby poultry farms. Both Yonhap and Chosun Ilbo reported that the government expects the main southward movement of winter migratory birds in mid-to-late October, and that it is tightening surveillance and disinfection before that arrival.
