A state-run housing guarantee company dismissed an employee after an audit found he spent working hours on YouTube and ran a paid fortune-telling consultation business, according to company documents released by a ruling-party lawmaker. The Korea Housing & Urban Guarantee Corporation (HUG) held a personnel committee meeting in April and dismissed employee A for neglect of duty and other reasons, Yonhap and CBS NoCut News reported, citing documents HUG gave to Rep. Kim Mi-ae of the People Power Party, a member of the National Assembly's Land, Infrastructure and Transport Committee. [ 1 , 2 ]
From January last year to January this year, A accessed YouTube every day during working hours on an office computer, according to both reports. CBS NoCut News said the time spent on the site exceeded 80 percent of his working hours; Yonhap did not give a proportion. A also opened a paid fortune-telling consultation site on a major portal under another person's name and accessed a chat site during working hours, and earned more than 3 million won from the consultations, according to the reports. HUG dismissed him on the grounds that the misconduct was long-running and combined, that trust with the company had been fundamentally destroyed and that no room for improvement had been identified. In a separate case, standing director B was sent to prosecutors in January on suspicion of indecent assault through workplace authority, the reports said. HUG dismissed B after judging the misconduct serious and grossly negligent. [ 1 , 2 ]
Rep. Kim said the matter should not end with individual discipline. She called for a full re-examination of whether performance reviews lead to actual management of staff conduct, whether violations of rules on holding outside positions are properly checked, and whether the audit-record keeping system works, along with effective measures to prevent a recurrence.
