China's market regulator issues stricter CCC certification rules for lamps and ballasts

China's State Administration for Market Regulation (SAMR), also the Certification and Accreditation Administration, has issued new implementation rules for China Compulsory Certification (CCC) of lamps and ballasts. The rules set more detailed requirements for manufacturers, strengthen post-certification supervision and set three certification modes for general, large and single-batch custom lamps. Certification must follow the new rules from January 1, 2027, and valid certificates already issued can still be used.

China's State Administration for Market Regulation (SAMR), which also acts as the Certification and Accreditation Administration, has issued a notice publishing new implementation rules for China Compulsory Certification (CCC) of lamps and ballasts. CLS reported the notice in an October 8 dispatch, while Yicai and Jiemian said it was issued recently. According to Jiemian, which cited SAMR, the regulator issued the rules to tighten CCC supervision, address problems at the source and protect people's lives and property. [ 1 , 2 , 4 ]
According to the reports, the new rules are built around the industry's characteristics, the products' safety features and their production processes. They set more detailed requirements on manufacturers' quality assurance capability, the key points of product consistency control, the division of certification units, and sampling and testing. They strengthen supervision after certificates are issued, apply classified management to companies, cover the whole CCC certification chain for lamps and ballasts, and make every party in certification responsible for its part. For lamps, the rules set three separate certification modes, for general lamps, large lamps and single-batch custom lamps, to fit different kinds of certification needs. [ 1 , 2 , 3 , 4 ]
The notice sets a transition period. From January 1, 2027, CCC certification must be carried out under the new rules, and valid CCC certificates already issued can continue to be used, Yicai and Jiemian reported. The two outlets said the rules will further guard market access for lamps, ballasts and similar products and hold the line on quality and safety. Jiemian reported that SAMR will next promote and explain the new rules, press certification bodies, testing bodies and manufacturers to meet their responsibilities, and keep increasing supervision and enforcement.
